What We Do
Supporting Tribal Decision-Making and Planning
The results from population projections are valuable tools tribes can use to anticipate and prepare for potential future changes. This information empowers tribal leaders and members to make informed decisions regarding enrollment criteria and other governance matters. If a tribe considers modifying its enrollment criteria, Pika Insights can analyze multiple scenarios to estimate future tribal populations under each option. These scenarios may include changes to blood quantum percentages or a shift to lineal descent criteria.
How Projections Are Made and What Data Are Needed
Pika Insights calculates population projections for each enrollment scenario using information from the tribe’s base roll, current enrollment file, and fertility and mortality rates specific to American Indian/Alaska Native populations. Dr. Carolyn Liebler, a nationally recognized expert in Census data, leads this work with expertise and care.​

When necessary data is unavailable in the tribe's enrollment file, a survey of tribal members may be conducted. Pika Insights collaborates with tribes to design and manage these surveys, often incorporating opinion questions to gauge members' views on constitutional reform topics.

Recognizing that enrollment topics can be complex and sensitive, Pika Insights encourages tribes to host community listening and learning sessions. These sessions offer an opportunity to share results with members, answer questions, and foster understanding.
